Update on Salix Finance PSDS and LCSF for Estates Decarbonisation

Universities and colleges across England are working with Salix Finance to decarbonise their estates and meet Net Zero targets. Salix Finance is funded by the Department for Business, Energy and Industrial Strategy (BEIS) and provides funding for universities and colleges through the Public Sector Decarbonisation scheme (PSDS) and Low Carbon Skills Fund (LCSF).

The PSDS scheme provides funding for capital works projects and has been used by universities and colleges to install a range of technologies, including heat pumps, Solar PV, insulation measures and BMS with particular focus on the heat decarbonisation elements. To date, 22 colleges and 40 universities have received funding through the PSDS. These projects range in value, from £21,000 to £12million, and total more than £124 million of funding provided to the sector across the three phases of the scheme. These projects are estimated to save these institutions more than £3.3 million per year in energy bills, as well as saving approximately 21,430 tonnes of carbon.

Successful applicants include The University of Oxford’s Wolfson College, who received £5 million of funding to install measures such as heat pumps and double glazing; and Derby College, who received £3.6 million of funding to install nine heat pumps, Solar PV panels, and upgrade their LED Lighting and insulation.

The LCSF scheme provides universities and colleges with funding to develop a heat decarbonisation plan to support their long-term strategy to decarbonise their estates. 49 universities and more than 60 colleges have accessed funding so far, through the LCSF, to carry out carbon scoping exercises to start their decarbonisation journeys. In total, over £40 million of funding has been provided to the sector, which has enabled several institutions to successfully apply for PSDS funding for their capital projects.

In addition to the financial and carbon savings, universities and colleges across the country are benefiting from enhanced learning environments and improved aesthetic appeal, as well as engaging students in approaches to Net Zero. The Colchester Institute in North Essex believes their capital project to upgrade their insulation not only improved temperature controls, which will save more than £24,000 per year, but helped make the external façade of the building more attractive to potential students.
